Bid Process for 2010 - LSC documents

LSC postpones the tender for the new civil legal aid contracts


 
Immigration and Asylum tender – 30 November 2009 start date
 
The Immigration and Asylum tender process will open on 30 November 2009 and close at 12 noon on 28 January 2010.
 
Full details of all the Invitations to Tender, including the criteria against which tenders will be assessed and instructions on how to use the eTendering system, will be published on the LSC website at www.legalservices.gov.uk following the pathway Community Legal Service (CLS) > Tenders > Civil Contracts for 2010.
 
Updated version of the Immigration Procurement Plan
 
An updated version of the Immigration Procurement Plan for England and Wales, which outlines the services the LSC intends to procure as part of the 2010 Civil Contracts procurement process, can be found at http://www.legalservices.gov.uk/civil/tendering/immigration.asp
 
It has been amended to reflect the changes the LSC has made to the minimum matter start requirements for Service Specification A (which applies to London only) as well as changes to the way the LSC will invite tenders for Devon and North East Wales.
 
Other civil tenders
 
The bid round for all other civil work is planned for the week beginning 8 February 2010. The bid round will be open for 7 weeks.
 

 
The new 3 year civil legal aid contracts will now begin in October 2010. Current contracts will be extended for 6 months. The tender will still be based on the consultation response document.
 
The LSC will be producing the remaining procurement plans but they will consider whether they need to review new matter start data in advance of the bid rounds to reflect the latest available figures. This may mean changes to the number of new matter starts available in a procurement area. These are not expected to be significant.

LSC provider readiness training


The LSC is providing training to help suppliers with the financial and management aspects of running a contract.
 
"Providers will need to understand their costs in delivering a particular service, and also be able to determine the level of profit they wish to make on the work to form part of any bid.  This is not only in preparation for the Best Value tendering process, but to also assist them in working within a fixed fee scheme."

LSC publishes paper on Consortia Bids


The Legal Services Commission has published its paper on bidding as a consortium for the 2010 Civil Contract. It intends to publish procurement plans for each area in the week beginning 20 July. In the meantime it will publish an example of a procurement plan on the LSC website.
